The State Council, or China's cabinet, issued a white paper on China's energy policy on Wednesday. The paper points out that China is currently self-supplying 90 percent of the country's energy consumption, making it the world's largest energy producer country.
In 2011, the output of primary energy China produced equalled 3.18 billion tons of standard coal, in other words, China produced the largest amount of energy in the world. According to the white paper, China has built up a comprehensive energy supply system comprising coal, electricity, petrol, natural gas and renewable resources. Experts say the power is boosting the country’s competitiveness.
Wang Zhongying, director of Energy Department, NDRC, said, "I personally think electricity coverage of the whole country is a symbol of the country’s farewell to poverty, and it’s also a positive signal that the country is gaining strength and prosperity."
However, China’s energy per capita level is still low, with energy consumption only accounts for a third of the average level of developed countries. Wang says China should prepare for the challenges lying ahead.
Wang said, "China’s energy industry must embrace high technology, and reduce its resource consumption, in order to develop in a thrifty, clean and safe way."
The white paper also says the country will bridge the gap between rural and urban areas by enhancing energy infrastructure in rural and border regions. It also points out the Chinese government will beef up fiscal spending to ensure electricity will be accessible to all by 2015.
